The Associated Press reports that Guillermina Fuentes, 66, ran a “complex operation” in San Luis, a border city of approximately 33,000 people in Yuma County.

AP reports: “Fuentes and a second woman were indicted in December 2020 on one count of ballot abuse, a practice commonly known as ‘ballot harvesting’ that was made illegal under a 2016 state law,”

She entered a guilty plea on Thursday.

A write-in candidate filmed Fuentes and her co-defendant delivering mail-in ballot envelopes to the cultural center in San Luis, where they were deposited in a ballot drop box.

The write-in candidate reported the delivery to the sheriff of Yuma County, who then began an investigation.

A few days later, the Arizona attorney general’s office assumed control of the criminal investigation and interviewed several voters.

The Associated Press discovered through a request for public records that investigators were only able to link Fuentes to a handful of ballots.

Nonetheless, according to the report, “investigators believe the effort went much further.”

“Attorney general’s office investigator William Kluth wrote in one report that there was some evidence suggesting Fuentes actively canvassed San Luis neighborhoods and collected ballots, in some cases paying for them,” the Associated Press reported.
