The memorandum, which was compiled by a subordinate diplomat affiliated with the State Department, who has criticized President Biden’s pro-Israel stance on social media, provides an analysis of the speech he gave on October 10th.

In his address, Biden conveyed his unwavering support for Israel in the wake of the lamentable assault carried out by Hamas.

The manifestation of dissent, as documented by Axios, represents a significant internal barrier to the Biden administration’s crisis management. Although the particular instances of deception are not explicitly mentioned in the memorandum, it implies that Biden’s account of events in the Middle East contains distortions.

The personnel expressed their deep concern regarding the humanitarian situation in Gaza in the memorandum, which also included their assessment of the Biden administration’s response to Israel’s actions.

There is a contention that the measures implemented by Israel, such as the withdrawal of electricity, the imposition of aid restrictions, and the involvement in attacks within Gaza, which have caused substantial Palestinian displacement, meet the criteria for classification as war crimes and crimes against humanity in accordance with international legal norms.

The memorandum argues, “Yet we have failed to reassess our posture towards Israel,” adding, “We doubled down on our unwavering military assistance to the (Israeli government) without clear or actionable redlines.”

“Members of the White House and (the National Security Council) displayed a clear disregard for the lives of Palestinians, a documented unwillingness to de-escalate, and, even prior to October 7, a reckless lack of strategic foresight.”

The memorandum strongly advises the United States administration to reconsider its approach towards Israel and to actively aid in the emancipation of those who are presently under the captivity of both Hamas and Israel. Moreover, the article conveyed its disapproval of Biden’s skepticism concerning the substantiated quantity of casualties in Gaza. Additionally, it was claimed that specific personnel within the White House and National Security Council exhibited a lack of regard for the lives of Palestinians and a dearth of strategic foresight.

The State Department has recognised the existence of a protest channel wherein diplomats can voice their disapproval of government proposals.

The House of Representatives approved a federal aid proposal for Israel totaling $14.3 billion on November 2. As of the vote tally of 196 against and 226 in favor, the measure was opposed by two Republicans and 12 Democrats who aligned with Republicans in support.

As per the legislation put forth by the Republicans, the financial resources originally designated for the Internal Revenue Service (IRS) under President Biden’s Inflation Reduction Act will be reallocated to fund the package. The Biden Administration has strongly recommended that lawmakers grant approval to a significant aid package amounting to $100 billion. This package comprises $60 million that has been designated exclusively for Ukraine. The provision of financial assistance to both nations is linked by this proposal. President Biden stated in an Oval Office address that was rarely observed, “It’s a smart investment that’s going to pay dividends for American security for generations.”

Republicans in the House of Representatives have voiced their support for increased oversight mechanisms and the development of a structured course of action before further funds are allocated to Ukraine.

President Biden has conveyed his intention to employ his veto power in the event that a measure proposing independent funding for Israel is put before him for consideration.
