In a third memo regarding the Biden family’s international business dealings, Rep. James Comer, R-Kentucky, the chairman of the House Oversight Committee, produced bank records allegedly demonstrating that Hunter Biden and his business partners received millions in payments from Russian and Kazakhstani oligarchs while his father, Joe Biden, was vice president.
According to the 19-page memo, which contains screenshots of redacted bank records, payments totaling millions of dollars were made directly by the Kazakhstani oligarch Kenes Rakishev, the Russian oligarch Yelena Baturina, and the Ukrainian energy company Burisma Holdings. In addition, the memo asserts that Joe Biden dined with Baturina, Rakishev, and a Burisma representative during Barack Obama’s presidency.
“Then-Vice President Biden met—in person, for significant periods of time—with those individuals or their representatives,” according to the memo. “Then-Vice President Biden joined approximately 20 phone calls on speakerphone with Hunter Biden’s foreign business associates and attended dinners with foreign oligarchs who paid huge sums of money to Hunter Biden. Joe Biden, ‘the brand,’ was the only product the Bidens sold.”
The “Third Bank Records Memorandum” follows two previous memoranda that linked payments made to Romanian and Chinese organizations with Biden family members. According to the committee, the Biden family has received more than $20 million in foreign payments.
Comer stated in a press release revealing the memo today, “During Joe Biden’s vice presidency, Hunter Biden sold him as ‘the brand’ to reap millions from oligarchs in Kazakhstan, Russia, and Ukraine.”
The third bank memorandum specifically mentions Rosemont Seneca Partners, LLC, Rosemont Seneca Thornton, LLC, and Rosemont Seneca Bohai, LLC, three of the numerous entities formed by Hunter Biden. This memo was prompted by subpoenas to multiple institutions that did not involve any Biden family members.
Baturina, the widow of former Moscow mayor Luzhkov, wired $3.5 million to Rosemont Seneca Thornton on February 14, 2014, according to images of bank documents obtained by the committee.
According to Archer’s testimony before Congress last week, a total of $2,752,711 was subsequently transferred to Rosemont Seneca Bohai, which Hunter co-owned with Archer.
Early in 2014, according to the letter, Biden dined with Baturina, Hunter, and others at Café Milano in Washington, D.C. According to Archer’s testimony before a House committee last week, former Kazakh prime minister Karim Massimov, oligarch Kenes Rakishev, and “possibly” Luzhkov were also in attendance.
Earlier this year, Massimov was sentenced to 18 years in prison for his alleged involvement in a coup attempt.
Fox News previously reported that Biden attended a second dinner at Café Milano on April 16, 2015, along with Baturina, Luzhkov, Hunter, Archer, and Vadym Pozharskyi, the manager of Burisma Holdings.
According to Fox, “The memo Wednesday says the records provided show that on April 22, 2014, Rakishev, whose father-in-law was the mayor of the capital city of Astana at the time, used his Singaporean entity, Novatus Holdings, to wire $142,300 to the same Rosemont Seneca Bohai bank account, and that the next day, the exact same amount was wired out to a car dealership in New Jersey for a Fisker sports car for Hunter.”
